Challenge

To protect biodiversity several EU-directives regulate legal hunting of wildlife. These rules can be disregarded if other measures have proved insufficient to prevent wildlife from posing a serious and concrete risk to health, aviation security, flora, fauna or produce or production animals.

The Danish Environmental Protection Agency have to be able to comply with the EU-regulation and at the same time process applications so fast, that landowners can protect their crops.

Solution

A property owner needs to obtain a permit from the regulatory authority in each instance to regulate the wildlife legally. The application indicates both the species and the location of the problem. Once the permit is issued local police are notified. Once the hunting has been done, the property owner must report to authorities on the actions taken. The authorities report permits issued and animals hunted on an aggregate level to the EU.

For the regulators it is important to maintain a high level of protection of wildlife, their habitats, and their reproduction. For property owners it is crucial to obtain a license fast to avoid damage.

cBrain delivered a solution to the Danish Environmental Protection Agency and the Nature Agency to manage the issuing of permits and the reporting of their usage. The solution is end-to-end digital starting with the application form, which immediately adjusts to the specific regulation concerning the species in question and the relevant situation. The applicant then accesses a GIS map, where the exact location of the wildlife that poses a risk or is causing damage. The registry list of protected wildlife is updated automatically. The application information is automatically transferred as basis of a case in F2. If the application meets the objective criteria, the permit is automatically and immediately issued.

Once the permitted actions should have been taken, the permit-holder receives a notice and is reminded to report on the actual number of animals regulated.

The GIS reporting also allows for integration to an aggregated view of permits given, which gives the regulator the opportunity to focus controls on areas of high activity. Results

As a result of the implementation of the new solution for the regulation of wildlife at the Danish EPA, their existing solution has been replaced, ensuring compliance with the current legislation in the subject area. Furthermore, the new digital solution better supports the need for reporting and streamlines the entire process through digitization covering all steps from application to processing, reporting and control.

This ensures an overview of how cases are received and processed in F2, where it is possible to visualize whether F2 has carried out the case processing (immediate decision) or has sent the case for manual processing by a case worker.
