Understanding government work (Early 2000s)
cBrain® was founded on a simple insight: government works differently from the private sector — and needs software built for its own logic. Work with the Ministry of Social Affairs became the breakthrough. Their requirements for automatic documentation and full searchability shaped the F2 data model of cases, records, documents, and actions, forming the foundation of the Digital Bureaucracy Model.


Building a standard platform for government (late 2000s–2010s)
cBrain F2® evolved into a complete, fully integrated platform designed for real government production work. As more ministries and agencies adopted the same platform, F2 proved that government organizations could share one standard system, configured, not custom-built, for their needs. Fast, high-quality delivery and mobile workflows demonstrated that modern, paperless administration was not only possible, but practical.
Scaling the model internationally (2010s–early 2020s)
Once F2 was widely adopted in Denmark, governments abroad began implementing the same platform. This confirmed a core insight: public administration follows common principles everywhere. A standardized method for describing and configuring processes enabled the copy-and-adapt model, allowing countries and agencies to reuse proven solutions and accelerate digital transformation.


Becoming a global COTS leader (2020s–today)
Today, more than 100 government organizations across five continents run on F2, the same standard platform. Process libraries, ready-to-run modules, and AI components strengthen our ability to deliver fast, secure, and scalable digital government. Through global partnerships, including with UNDP, we help countries adopt modern digital administration in weeks, not years.
