The F2 Platform

F2 – a new generation platform for digital governance

Our approach is validated by strong customer references, including over 75 Danish institutions and multiple international dcBrain F2® repræsenterer en ny generation af standardsoftware til den offentlige sektor, også kaldet Commerciel-Of-The-Shelf (COTS) for government, der gør det muligt for offentlige organisationer at implementere nye digitale løsninger langt hurtigere, billigere og med lav risiko i forhold til traditionelle udviklingsbaserede, vandfaldsprojekter. Det gælder også sagsbehandling på specifikke fagområder, hvor F2 understøtter fagprocesser om fx godkendelse, tilsyn eller tilskud - fra modtagelse af borgerens ansøgning via en selvbetjeningsløsning, over sagsbehandling, høringer og kommunikation med borgeren, til afgørelse og dokumentation – og med mulighed for brug af AI på de forskellige trin i processen. F2 er baseret på åbne standarder og integrerer til andre fagsystemer og omfatter muligheder for registre samt højvolumenoperationer.

Hvorfor F2 er anderledes?

F2 er anderledes, fordi standardsoftwaren tilbyder én fuldtintegreret platform bygget til den offentlige sektor, og no-code-værktøjer gørdet nemt at opsætte og tilpasse F2 uden ændringer i standardsoftwaren.

Examples of municipalities using the F2 Platform

Aarhus Municipality
Aarhus Municipality, Denmark's second largest municipality with more than 375,000 inhabitants and approximately 28,000 employees, will implement the F2 platform as a comprehensive ESDH system in the municipality during 2026. This will provide all six municipal departments: the Mayor's Department, the Department of Social and Employment, Children and Youth, Technical and Environmental Services, Health and Care, Culture and Citizen Services with a coherent digital platform for the entire city administration.

Initially, Aarhus Municipality plans to implement F2 for around 5,500 users, with the option to expand the rollout to up to 20,000 users.

The F2 platform will support the handling of approximately half a million cases and more than 4 million documents each year and deliver a fully integrated, ready-to-use solution for case processing, decision-making, communication, workflows and compliance.

Gentofte Municipality
Gentofte Municipality uses F2 in Plan & Byg for building case administration. Plan & Byg handles tasks within spatial planning and is the building authority in Gentofte Municipality. Integrations have been established in F2 to 3rd party systems to support building case processing, including integration with Byg og Miljø, Weblager and Outlook.

Gentofte Municipality uses Analytics, from which figures are drawn to prepare statistics and management data. Data is subsequently used in Microsoft Power BI.

Gentofte Municipality and cBrain have jointly developed an AI solution for general citizen inquiries and questions regarding building cases. The solution is expected to be put into operation in January 2026.

Liverpool City Council
Liverpool City Council is responsible for managing a range of public services including human resources for its 6,000 current and former employees. The HR department plays a vital role in staff management, case management and compliance, requiring a structured and efficient system to track communications, actions and case resolutions.

Liverpool City Council selected the F2 platform in 2017 to re-engineer HR case management to achieve improved efficiency and oversight.

With the implementation of the F2 platform, Liverpool City Council transformed HR case management, achieving greater efficiency, accuracy and compliance in its processes. By replacing multiple systems with a single, integrated platform, the HR department reduced the time spent on administrative tasks and improved workflow efficiency. Updating spreadsheets or copying data between systems is no longer necessary. Instead, case tracking is automated, providing up-to-date statuses of ongoing HR cases.

With all personnel records consolidated into a structured, searchable system, HR staff can quickly retrieve employee information, eliminating the delays caused by navigating between multiple platforms. Instant access to case details, automated status tracking, and a built-in chat feature enable staff to collaborate more effectively and reduce reliance on external communication tools.
