The Paperless Ministries

How ministries digitize in 3 weeks
Denmark has ranked #1 in UN e-government for nearly a decade - driven in part by its fully digital ministries. New ministries typically go live in 3 weeks. Now, governments around the world are copy-and-adapting the Danish Paperless Ministry solution and model.

Model for digital bureaucracy

Danish ministries use a model for digital public administration - called the Digital Bureaucracy.

The model ensures all information - including documents, communication and decisions - is stored digitally on administrative cases, and in a single access-controlled database.

Based on this model, the standardized software platform, called F2, includes out-of-the-box digital workflows such as approvals, parliamentary questions, and FOI requests.
