Coordinating cross-border EU subsidies through a unified digital process

Interreg Programs supports cross-border cooperation through EU subsidies targeting projects with regional impact, ranging from climate solutions and health innovation to education and cultural exchange.

With numerous projects and stakeholders along the borders of two countries, the program requires a digital infrastructure that provides transparency, structured reporting, and improved efficiency. To manage these complex, multi-partner projects, the program needs a digital solution that can cover the full subsidy lifecycle while aligning with EU regulatory frameworks. This includes enabling structured case processing across different case types, providing access and visibility for geographically dispersed stakeholders, and maintaining transparent workflows from application through to reporting.

Manual processes and fragmented data handling make it difficult to ensure timely processing and consistent compliance. A configurable digital standard platform is needed to support efficient administration, reduce overhead, and enable secure partner interaction.

The solution

A fully digital case management framework tailored to Interreg workflows

To meet these needs, cBrain implements a digital process solution based on cBrain’s F2 platform. The system is delivered using F2’s standard configuration and configured through an incremental rollout methodology, supporting phased delivery aligned with program needs and EU regulatory requirements.

F2 is a configurable standard product that enables end-to-end processing of grant applications and supports the creation of reporting cases throughout the project lifecycle for submitting accounts and processing payments. Project partners collaborate via MyCases, which is the portal used to jointly complete applications, upload required documentation and submit financial reports. This provides a shared platform for coordinated input across institutions and countries. Administrators manage case handling through the F2Desktop, using guided workflows to ensure consistent processing, compliance checks, approvals, and timely disbursements — all within a structured and auditable framework across the program lifecycle.

The implementation is delivered in waves, with additional deliveries scheduled over the coming months. Throughout the process, the collaboration between the Interreg Program and cBrain has been a key factor in its efficient collaboration. The joint workshops and design sessions create a shared space for learning, where both teams gain a deeper understanding of needs and processes. This collaborative environment not only strengthens the solution being delivered but also supports mutual capacity-building and alignment around a long-term vision.

The result

Streamlined processing, better transparency, and reuse of standard modules

The F2 solution delivered by cBrain will enable the Interreg Program to manage subsidy processes more efficiently and transparently across borders. Built on a configurable standard product, the solution reduces manual effort, ensures compliance, and creates a streamlined collaboration space for both administrators and project partners.

By replacing fragmented processes with a fully digital solution the Interreg Program expects to improve data quality, strengthen governance, and lay the groundwork for reuse across other Interreg programs. The solution is integrated with five external systems and structured around different case types, establishing a collaborative, digital process for all stakeholders involved.
